The crane needs a Gasoline Can from the Fire Department and a Steel Gear from the Printing House. Use both at its engine, then operate the controls to collect the red claw attachment before lifting the whale.

Either errand can come first. The route below gets the nearby gasoline before returning to the church for the gear. Printing plates, the optional press puzzle and inventory-upgrade detours are unnecessary for moving the whale.
Before leaving the crane
After passing the church floodgate, dock beside the whale. Climb the ladder to check the inactive controls, then inspect the engine below.
A creature breaks an opening in The Silver Eel's door. Enter through it and collect the Graveyard Key beside the Soggy Note on the counter. Bring it when you return to the graveyard.
Get the gasoline and refuel
1. Leave The Silver Eel through the broken wall and follow the street to the Fire Department's main entrance.
2. The warehouse is on the ground floor, but electricity blocks its entrance. Take the stairs up to the office and use the wall switch near the window.
3. Enemies appear after the switch is used. Descend using the fire pole and enter the warehouse. Take the red can on the barrel beneath the GASOLINE sign.
4. Leave through the main exit. When fire blocks the street, loop around it back to The Silver Eel, then return through its door opening to the crane. Use Gasoline Can at the engine.
Reach the gear through the Printing House
Follow the route to the A.P.H. Key
1. Take the boat back to the dock near the church graveyard. Bring the Graveyard Key, unlock the gate and pass through the wrecked bus. Follow the right-hand route upward to the Printing House fire escape. Enter the window; the floor gives way.
2. You can see the gear through a damaged door, but this side is inaccessible. Enter the Press Room and go through the hole in its left wall. Follow the alley to the loading dock. Climb the makeshift ramp and metal stairs.
Climb through the open window at the top.
3. Use the other window leading onto the blue pipes. Cross the pipes and follow the fire escape back into the Printing House's Main Office.
4. Take the white door into the Director's Office. Pick up the A.P.H. Key hanging on the wall in the far corner of the office.
Collect the gear and return
Go back into the Main Office, open the brown-door shortcut and descend to the Press Room. Use the A.P.H. Key on the storage-room door beside the red light.
Inside, take the Steel Gear from the workbench.
Return upstairs to the Main Office. Find the window beside the boarded-up floor opening—the entrance you used before the floor collapsed. Leave through that window and follow the fire escape back toward the church dock. Boat back to the crane and install the Steel Gear at the engine.
Attach the claw, then lift the whale
Climb to the control platform and interact with the panel.
1. Move the crane left, above the red claw lying in the street. Lower the hook to attach it, then raise it.
2. Move right, positioning the claw above the whale. Open the claw using the on-screen control, lower it onto the carcass, then lift the whale clear.
Return to your boat once the canal is clear and continue toward the Devil's Reef Hotel.
If the panel still refuses to work: check that you used both supplies at the engine, then try the controls on the platform above.
