Tempest Domain is still a full Cleric. Healing Word, Aid, Spirit Guardians, Sleet Storm, Freedom of Movement and late Cleric support remain part of the job. What the domain adds is a reliable burst rule: Destructive Wrath can spend Channel Divinity to maximise a Thunder or Lightning damage roll. When the party applies Wet, Lightning damage is doubled against a vulnerable target. Combining Wet with a maximised Call Lightning or another lightning spell is the spike; the rest of the encounter is still Cleric resource management.

11. Starting Sorcerer gives Constitution saving throw proficiency, Shield and Tempestuous Magic. Taking Cleric as the later class keeps Wisdom as the relevant “most recently acquired class” for granted-spell interactions such as Activate Call Lightning, avoiding a common multiclass spell-DC trap.
Tempest Cleric can be a durable support caster and still own one of the strongest repeatable lightning damage engines in BG3.

Why start Sorcerer before Cleric
Sorcerer at character level 1 grants Constitution saving throw proficiency, which is exactly what a Call Lightning / Spirit Guardians caster wants. Shield is useful without a high Charisma score because its defensive effect does not ask for a spell attack or save DC. Storm Sorcery also gives Tempestuous Magic after casting a levelled spell, helping the Cleric reposition without provoking Opportunity Attacks.
The class order has a technical benefit. Call Lightning grants a separate Activate Call Lightning spell for later recasts. Granted-spell recasts can use the spellcasting modifier of the most recently acquired class. By taking Sorcerer first and then adding Cleric, the most recently acquired class is Cleric, so the build avoids accidentally recasting with dumped Charisma.
The one-level Storm Sorcerer dip is about Constitution saves, Shield and mobility; Wisdom remains the real casting stat.

Call Lightning spends one spell slot up front, then can be called down again for free each turn while concentration lasts.
Wet + Destructive Wrath: what is actually happening
Wet makes creatures vulnerable to Lightning and Cold damage, so the relevant damage is doubled after other normal calculations. Destructive Wrath does not “double” anything by itself; it maximises the dice of a Thunder/Lightning damage roll. Combine the two and a spell with wide dice variance becomes a predictable high-damage event. That is why water bottles, Create Water and party coordination matter more than stacking one more small damage rider.
Do not automatically spend Channel Divinity on the first lightning tick. If a small target is already dying, save Destructive Wrath for the boss, a large multi-target Call Lightning, Destructive Wave or another turn where the guaranteed ceiling changes the encounter.
Wet targets plus Lightning are the real damage multiplier; Destructive Wrath makes the lightning roll predictable instead of merely hopeful.
You cannot concentrate on all three. That choice is the core Tempest decision. “This is a lightning build” is not a reason to cast Call Lightning into a room where Sleet Storm wins without damage.

You can combine themes, but do not fill every slot with a condition package and forget spell save DC, AC and concentration. The strength of Tempest is that it can switch lanes from fight to fight.

Combat loop
1. Decide the concentration lane first: Call Lightning, Spirit Guardians or Sleet Storm.
2. If the party can safely apply Wet before your turn, do it; otherwise decide whether spending your own Action on Create Water delays the burst too much.
3. Use Destructive Wrath on the lightning/thunder roll that actually matters — ideally a valuable target or cluster.
4. Maintain concentration. Shield, positioning and CON proficiency are worth more than one extra minor damage rider.
5. On later turns, recast Call Lightning without spending another spell slot while the concentration condition remains.
6. Switch back into normal Cleric duties when the party needs Healing Word, control, buffs or emergency protection.
Honour Mode notes
This build is strong because its burst is rules-clean: vulnerability + maximised damage + spellcasting, not an obscure damage-rider bug.
Destructive Wrath prompts before the attack resolves in some triggering cases; do not confirm it carelessly on a spell likely to miss.
Thunderbolt Strike can push enemies into bad positions, but edge cases can affect fall damage and competing push distances. Treat the push as positioning, not guaranteed fall damage.
The Call Lightning recast spellcasting-modifier issue makes class order meaningful in multiclass setups; do not respec into Cleric first / Sorcerer later without checking your recast DC.; Single-save play rewards preserving concentration and Channel Divinity more than chasing the biggest tooltip every trash fight.

Common mistakes
Casting Create Water yourself every fight even when a summon/ally/water bottle could set up Wet more efficiently.
Spending Destructive Wrath on small damage because the reaction prompt appeared.
Running Call Lightning and then immediately replacing concentration with Spirit Guardians.
Dumping Wisdom because the build screenshot showed a Sorcerer dip.
Taking the classes in an order that makes granted Call Lightning recasts use the wrong spellcasting ability.
